During the visit, the guest was introduced to the city’s Master Plan. Emin Huseynov, the Special Representative of the President of Azerbaijan in the Aghdam, Fuzuli, and Khojavand districts, briefed Mr. Berdimuhamedov on the scale of destruction and acts of vandalism committed during the 30-year occupation, as well as the reconstruction efforts underway in accordance with the approved Master Plan.
Once a densely populated and flourishing city, Fuzuli was completely looted and destroyed during the occupation. Following the liberation of Azerbaijani territories, a comprehensive Master Plan for Fuzuli was swiftly developed, approved by President Ilham Aliyev, and presented to the public in 2021.

Strategically located at the intersection of major transport arteries in the Karabakh and East Zangezur economic regions, Fuzuli spans approximately 1,942 hectares. According to the Master Plan, the city is expected to house 50,000 residents by 2040.
The plan includes the construction of the Fuzuli Memorial Complex, which will encompass the Museums of Occupation and Victory. A Creativity Center named after Kurmangazy has already been built, a city hospital is under construction, and a City Park is planned. Extensive landscaping and urban development projects are also underway.

Social infrastructure such as kindergartens and schools will be located within 300 to 500 meters of residential areas. The city is set to become one of the major urban centers in the liberated territories, built to modern standards and architectural principles. It will also implement the “Smart City” concept. The administrative center of Fuzuli, covering over 12 hectares, will be divided into three zones.
