New York, September 23, 2025 — President Emomali Rahmon of Tajikistan addressed the 80th session of the United Nations General Assembly, highlighting the urgent need for peace, adherence to international law, and collective action on global challenges.

Opening his speech, President Rahmon congratulated UN member states on the 80th anniversary of the United Nations Charter and emphasized the organization’s pivotal role in maintaining international peace and security. He drew attention to growing instability worldwide and the escalating impacts of climate change, calling on nations to strengthen cooperation on an equal footing, regardless of their size or economic power.

Support for Developing and Vulnerable Countries

The President underscored the challenges faced by developing countries, particularly mountainous and landlocked nations, in accessing financing and participating fully in international economic systems. He urged reforms of global financial institutions and greater support for sustainable development, stressing that no country should be left behind.

Climate Change and Water Security

Highlighting Tajikistan’s vulnerability to climate change, Rahmon spoke about accelerated glacier melting and water resource challenges, warning of its impact on energy, agriculture, and food security. He also referred to the upcoming International Conference under the Dushanbe Water Process in 2026, aimed at fostering regional cooperation on water management and preservation of critical ecosystems.

Peace, Security, and Conflict Resolution

President Rahmon called for an end to conflicts worldwide and for disputes to be resolved through diplomacy. He proposed a UN resolution on the “Decade of Peace for Future Generations”, advocating long-term international collaboration to promote peace and stability.

On regional issues, he reaffirmed Tajikistan’s support for peace and socio-economic development in Afghanistan, calling for humanitarian assistance to areas affected by drought and earthquakes. Regarding the Middle East, he urged the immediate cessation of hostilities in Gaza and stressed the need for humanitarian aid, emphasizing that a sustainable resolution requires adherence to UN resolutions and the two-state solution for the Palestinian issue.

Digital Transformation and Rule of Law

The President highlighted the importance of digital transformation and cybersecurity, noting that emerging technologies, including artificial intelligence, can accelerate development if used responsibly. He also proposed the proclamation of an International Year of Legal Literacy, aiming to foster a global culture of legality, fairness, and transparency.

UN Reform and International Cooperation

President Rahmon expressed strong support for ongoing UN reform initiatives, including UN80, UN 2.0, and the Pact for the Future, reaffirming Tajikistan’s commitment to active international collaboration. He concluded by emphasizing that only trust, cooperation, and determined action can secure a just, peaceful, and sustainable future for all humanity.
