President of Azerbaijan Ilham Aliyev has signed a decree authorizing the Ministry of Energy to allocate two million US dollars for the procurement and shipment of electrical equipment produced in Azerbaijan, intended as humanitarian aid to Ukraine. Specifically, these funds will be drawn from the President’s reserve fund, as stipulated in the state budget for the year two thousand twenty-five. Furthermore, the Azerbaijani Ministry of Finance has been tasked with ensuring the necessary financing, while the Cabinet of Ministers is responsible for addressing all related administrative matters arising from this directive.

This decision follows recent airstrikes by Russian forces. They targeted a key oil depot of Azerbaijani company SOCAR in Ukraine’s Odessa region. They also hit a gas compressor station that transports Azerbaijani gas to Ukraine. Afterward, Presidents Ilham Aliyev and Volodymyr Zelensky spoke on the phone. They jointly condemned the attacks. They emphasized that these attacks will not affect bilateral cooperation in the energy sector.

Earlier this year, in February, President Aliyev allocated one million US dollars to Ukraine’s Ministry of Energy. In May, he reaffirmed his commitment to support Kyiv. Together, these actions show Baku’s clear solidarity with Ukraine amid ongoing military aggression.
